A prostitute has a 45 percent to 75 percent chance of experiencing workplace violence at some point, and a 32 percent to 55 percent likelihood that she or he was victimized in the past year. As with the drug trade, most of the violence against sex workers is exacerbated by the mere fact of its illegality. Violent criminals’ prey on sex workers essentially daring them to report it to the police, leaving the sex workers vulnerable and reliant on pimps and madams for their protection. In countries like Germany and New Zealand, where sex work is legal, violence against sex workers decreased, and the quality of life amongst sex workers improved dramatically.
In California we will implement “occupational and safety laws” to protect sex works, and the Brothels will have the ability (if not requirement) to adequately screen clients and accept credit card payments will again equate to a reduction in violence.
Another blowback against decriminalization of sex is the spread of Sexually Transmitted Diseases. But in post-legalization Germany, research has showed that there is no difference in sexually transmitted infection rates between sex workers and the general population.
Without getting into additional research, additional benefits of the Decriminalization of Prostitution in California should:
· Lower Human Trafficking for Sex
· Should lower Sexual Assaults and Rapes
· Lower Incarceration Rates and Reduce Court Cases for Prostitution related offenses, as well as free up law enforcement to focus on more important crimes.
· Allow us to Colonize other planets quicker because our “nerds” will be able to “get their rocks off” without having to spend countless hours trying to find a mating partner.
· Tax Revenues (see below)
Unlike Nevada Brothels, sex workers in California will be entitled to 80% of the revenue for all “sexual services provided by the sex worker to a paying client”. Brothel owners, on top of their 20% share will have the right to other revenue streams of the brothel, which may include (but will not be limited to) the sale of alcohol, recreational marijuana, novelty items, videotaping services, even wedding ceremonies.
At a California Brothel, under my plan, there will be a 25% State Sex Tax paid by the consumer at the time of engagement for Sexual Services as offered by the Brothel. This tax is collected at the point of sale and held to be held in a segregated tax funds holding account until collected by the State on a weekly or monthly basis. After tax deduction, 80% of the remaining sales proceeds are paid to the Brothel Sex Worker and 20% is paid to the Brothel Ownership.
Sex workers will be required to be licensed in the State of California, and be regularly tested for STD’s / HIV, as well as be subjected to an annual psychiatric examination by a licensed professional that specializes in the sex work industry.
STATE REVENUES: Hard to zero this one, but in Germany the Sex Industry (Prostitution) is estimated to be work $16.3 Billion USD (www.BusineessInsider – March 2019) (2019 – Germany’s Federal Statistics Office). Population of Germany is 83 million, population of California is about 40 Million, we have tourism and higher income, so I am estimating that the California Sex Industry would be comparable, leading to roughly $1 Billion USD in Annualized State Tax Revenues. However you slice it, the legalized prostitution industry in California will be by far one of the largest industries in the State of California.

Plan Two: Decriminalize Prostitution in California
· Resulted in $1 Billion in State Revenues
· Still have a $89 Billion Deficit, but we have no State Income Taxes and we have Decriminalized Prostitution in California.
